SPECULATION ALERT:

this is an attempt to keep the price near the .12 price range as it is in here that they need the price to execute the shelf.

Who do you speculate is in control of this attempt to keep prices inflated?

Because if this entity is able to raise the price from the .05s to present price, why would they want to limit it right at the shelf's requirement to execute the shelf? Especially considering the shelf is not able to exceed one third of the company's public float.

Also, I have had issues determining whether or not the 75 mil cap is for eligibility to file AND eligibility to execute. Thoughts?
