IMO it was the beginning of his end game tactic and departure as he's said before he plans to leave and retire by 75.

Watch the subtle hints pick up speed. Remember when he said the window of opportunity has slammed shut on Ebolacide2. Eventually yet not too far away he'll advance from subtle hints to more direct dire warnings.
