What does it matter

it will be repealed by the next administration. Every social program the government initiates gets so filled with cheating and graft it becomes unmanageable. Food stamps, pay phones, social security ( as it is now, not how it was intended), affirmative action. The job of the government should be to promote business. The private sector does a much better job of financial managment. They need to bring back low skill jobs like manufacturing to give people a chance to earn a living, some place to make a start in a career. Tradesmen, and craftsmen are becoming a thing of the past because of Unions unwilling to compromise which it would have been much better to do that what those former workers have now.
