Difference is....

"Will" denotes an opinion based of of theory.

"Does/Is" would have denote a statement based from factual experience.

Each of those movies will look better and sharper in 1080 streamed at 8MB/s than they will in 4K streamed at 4 MB/s.

And the same movie played from Blu-Ray will be better than either of those streaming options.

So it is folly - FoleysFoley™ - to compress a real movie to be streamed at 4MB/s and decompress it and display on a 4K screen. The output will be vastly inferior to an 8MB/s 1080 signal on either a 1080 screen OR upscaled on a 4K screen.

And Blu-Ray will be superior to both on both types of screen.

4K at 4MB/s is just sheer idiocy unless you're only going to stream a test pattern or a solid blue screen with a fuzzy butterfly.

With more information (8MB/s) you will have more colors, more contrast, more sharpness, better resolution, less pixelation, than half that amount of information streamed at 4 MB/s - both in HEVC.
