These results are not bad at all,since there is no treatment for stroke patients in this time window .
Therapy has proved safe ,so even small improvement is huge for those patients.
They did not use stem cells in first 24 hours because they wished to avoid noise,patients who recover spontaneously.
It make sense now to make few cohorts,12-18 h, 18-24h, 24-36h,there is high probability that outcome would be better for those desperate patients.
