Trading in the OTC Market (or the Pinks where WSGI trades) is a bit different than trading on a "listed" National Security Exchange where buy/sell orders are "matched." As Pinks are "unlisted" and usually thinly traded, Market Makers on the OTC maintain liquidity by carrying an inventory of shares.

So yes. . .someone bought the shares. . .the MM. . .who holds those shares in inventory until they can offload them at their ask price. In OTC land, just because a retail investor is able to sell doesn't mean there is a retail investor immediately on the other side of the transaction picking up the shares.
