You can overcome the inherent UI problems with a Surface or Surface Pro with a KVM. You can still use it as a tablet though there still are the problems of Windows UI and the lack of Apps. Microsoft is working to fix the Apps issue in being able to run Android Apps.

I'm using my 15 inch rMBP with a KVM at the moment connected to my office. It makes for a nice setup. I'd guess that this would work well with a Surface Pro 3. I have never used an Atom-based Windows system but I assume that it could handle a lot of non-CPU-intensive office tasks.
