What would Intel cut that TSMC doesn't spend money on?

E.g. the around 15 billion paid in stock buybacks and dividends in 2014 vs. the 2.5 billion from TSMC. And please, don't bother telling me what this means to the shareholder and the share price just because Intel is the better value stock right now ...

And oh by the way... Intel is cutting capex and TSMC is increasing it....
