For anyone wondering about the Trinidad & Tobago DME project-it's been approved:

Agreement Signed for First Large-Scale DME Fuel Production Project in the Americas

PORT OF SPAIN, 13 April 2015 | Trinidad and Tobago's state-owned National Gas Company (NGC) and IDA member Massy Holdings have signed an agreement with Japan's Mitsubishi Corporation (MC), Mitsubishi Gas Chemical Company (MGC), and Mitsubishi Heavy Industries (MHI) for the construction of the previously announced methanol and dimethyl ether (DME) production complex. The partners have also reached agreements for gas supply, engineering, procurement, construction and land leases related to the development, with plant design and construction to be done by MHI.

The project is estimated to involve an investment of nearly US$1 billion, and in its first phase will have a capacity to produce 1 million TPY of methanol and 20,000 TPY of DME. The facility will be located in La Brea, southwestern Trinidad, site of an industrial estate and deep-water harbor developed by NGC, and is scheduled to begin operation in October 2018. The complex will be owned by Caribbean Gas Chemical, a joint venture involving stakes of 26.25% each for MGC and MC, a stake of 17.5% for MHI, 20% for NGC, and 10% for Massy. The partners plan to work closely with the government of Trinidad and Tobago to promote the use of DME as a substitute for diesel there and in other Caribbean countries, while the methanol produced at the facility will be marketed worldwide by MGC, MC and Massy.
