Greetings Thomas, I'll prefer to modify the above slightly.

"That stuff may go unnoticed by the SEC until its brought to their attention."

Here I'm thinking that until Bourque Industries files financials with the OTC that the SEC doesn't have in place robust enough detection mechanisms (real time software) for analyses of the zillions amounts of newly created data available everyday.

But as I already suggested as a reason no federal action has been taken against Bourque Industries, when evidence of a criminal nature has been uncovered...

Yes Mer..., err Virginia, Imagine prior to an actual grand jury the federal folks tries out a mock grand jury proceeding (done in secret of course) to make sure they have all their ducks accounted for, and in a row.
