To take a private company "public" costs at bare minimum approx. $25K for lawyer, accountant, filing expenses. To go "public" on the big boards costs maybe $1M.

A private biotech, wanting to go public, can simply takeover an empty shell through what's termed a "reverse-merge" simplifying the process. Happens all the time.
