There was no registration statement filed in Sept 2014. The S-1 filed in February 2015 is the registration statement.

The S-1 are filed to keep up to date with how much of the original registration is being made available thru the agreement.

The S-1 doesn't keep up with anything. It is the registration of stock meant to be sold without restrictions.
