The state is showing you two different things.

Yes Gear does show two different share structures on the WY SOS. The first you run into is the 6 Billion authorized. The second is when it was incorporated in WY and had a share structure of 600 Million. DO you think GEAR might have upped the SS and are just not telling?

Have you researched the WOM agreement that GEAR is involved in? There was a pile of shares split between all the companies involved. When Randall Goulding gets involved in a stock you can be assured it is not in the best interest of the shareholders.
