From what I can gather, there was a redundant upstream connection, but the cable was cut by aconstruction crew so close to the data center that it was within the point where the two routes merged. The cut cable included the dedicated fiber line between ADVFN and Comstock. 

iHub had a similar situation occur a couple of years ago at our data center in KC. It's a major data center with multiple levels of peerage and power redundancy. They were doing a power failover test, and fried a main power bus in the process and the DC went dark for half a day. All the result of a planned test to make sure that thinks like that wouldn't happen.
