Not possible to test two dosage amounts in parallel?

That would require a major change in protocol (read delay) as well as work against clinical trial process for oncological drugs. There have been Phase 1 drug trials with cohorts in parallel at different dosages, but those are drugs generally consider very safe to begin with.
