Car boat, in normal business you are technically correct. But you are responsible because you are charged with oversight and supervision. You are supposed to be watching your employees and contractors. Unfortunately in this business, and especially with a double blind study you are not allowed access like you normally would in other business. Your hands are tied. Choosing CSM had to do with making sure they were FDA approved, they were available, and the price was right. I am sure PPHM did their DD on the company, but no red flags showed up at that time. They went with them and they were thrown a curve ball when they had no reason to suspect a problem. Ergo, they should not be lumped in with the classic assumption they were responsible because they were in charge. Again, it was a double blind study....no chance to supervise. Placing blame in hindsight is easy, but it isn't correct in this case.
