Carley is correct that so many federal employees are watching porn on the taxpayers dime that they have passed a bill to prevent it.
Others spend their day at work playing video games! If Carley had caught an employee watching porn at work they would have been fired on the spot.

Government employees say they're only watching porn at work because they're bored

An employee at the Federal Communications Commission told investigators that the reason he watched up to eight hours of porn at work every week was "out of boredom." A FOIA report revealed that he is far from alone in having both too little work to do and a rampant porn consumption habit. A Treasury employee who had viewed more than 13,000 pornographic images at work "stated he is aware it is against government rules and regulations, but he often does not have enough work to do and has free time," said the report.

It is unlikely that these and similarly bored federal employees will undergo significant discipline for their misconduct. In fact, poor performance in government employees is sometimes even rewarded.
A Commerce Department investigation revealed this week that paralegals at the U.S. Patent and Trademark office were paid salaries as high as $80,000 per year, with $3,500 annual bonuses, while spending their days watching TV and doing the dishes at home, with the full knowledge of their supervisors.

This Is How Far the Government Has to Go to Keep Its Employees From Watching Porn at Work

a top-level employee at the Environmental Protection Agency was viewing as much as six hours of porn a day at work.

But, the EPA was unable to fire the man, and according to The Washington Free Beacon he remains on paid leave:

“Over the last several months it has become far too obvious that the type of behavior that was first highlighted at the EPA has been discovered over and over again, across a host of agencies,” said Meadows in a statement.

“To ignore this issue would not only condone an abuse of taxpayers’ dollars, but also embrace an unhealthy workplace. Today’s action should send a clear message that it is time for zero tolerance of this kind of behavior.

While there are rules in place at most agencies to ban this kind of unprofessional and unacceptable workplace behavior, it continues to take place. There is absolutely no excuse for federal employees to be viewing or downloading pornographic materials on the taxpayers’ dime.”
