It should never have been criminalized, and now one has to decriminalize it. The second half is because of the fist half of the problem.
Yes criminality was involved when it was criminalized, and now it is criminal that We The People have to have it un-criminalized.
The mucking gov had no right or reason beyond Randolph Hursts' reasons and his deep pockets to criminalize it the first place.
