Great strategy:

Sell a billion to your insider friends at .0001 when the stock was at prices of .0002- .002. Fleece the common shareholders.

Even if they weren't insiders, even if the buyback is at .0002, he is paying 2X the shares he dumped at .0002 4 months earlier.

No bid here we come.
