Which, to me, is a silly thing. For one, a quick look to the financial records will show that Virtra has made money for years. The reason for any R/S is not a financial one to sell more shares to get operating money. Virtra's O/S has been steady for 3 years and they have enough cash in the bank.

Secondly, Virtra has 158m shares outstanding but 500m authorized. Nobody does a R/S to sell more shares without first maxxing out the authorized share count, which Virtra isn't even close to doing.

Thirdly, the vast majority of penny stocks don't R/S when the share price is 16 cents. They R/S when it's below .0005. Basically the only companies doing R/S above 10 cents are those either already on a major exchange and need to get the share price up to stay on the exchange or those companies who want to get onto a major exchange and need to get the share price up to do so.

Smart investors understand these things. I understand that some of the more recent price movement up is likely the result of penny flippers or momentum traders rather than actual investors, who they barely even look at a company's financial situation and can sell out on the slightest hint of bad news or the rumor of. But I think Virtra learned from the attempt several years ago, plus now has a possibly better PR/advisor firm, and thus will not make the same mistake of announcing a R/S without additional concrete info.
