Lower tops- Lower lows.
Each extended rally was preceded by a lengthty sideways base formation. ( no such base apparent here)
Long term downtrend very evident.

Respect the trend and ignore the moment to moment interpretations and all will be fine in time. But for now, await capitulation for a possible nice short term rally which WILL NOT change the trend.
Nor will a Russo/Chinese contract for a gas pipeline which may or may not involve CPST beginning in a year and lasting for years affect a change in trend now. It's pie in the sky for now and grabbing at straws for NON-news.
