The SEC created this cesspool, so it's hard for them to police it. They only act on the most obvious scams.

Whatever good it was supposed to provide for true struggling companies that can't afford being listed on a real exchange, people like H and G took full advantage of it and turned it into what it is today.

ONCO may be on their radar along with all their other tickers.
