Your absolutely right.

Here is an idea -- Agricorp sees the problems that VSPC has and makes a play to purchase VSPC. Agricorp holds the cards ! It brings them 100 % ownership. They can quickly produce as you say, if and when they want to. One has to remember the country they are in.
