I think that is why (I read this somewhere on the Ghana web) that the push is for education because the West Africans have to pay exorbitant costs to outsource to others b/c they do not have the know how. Position will get filled, but, as always, the higher the pay, the less profit...unless you can sweeten the pot with profit sharing.
