Well if he was a con man all along he is not a good one.

If his actual plan was to con and just steal money, I don't think he would have spent so much of it to over expand the physical company structure with actual brick and mortar locations.

I mean he coulda just pencil-whipped more cash through the bullshit Chinese entity and lined his pockets that way.

Just seems like a lotta effort and time to con....
