Yes, NEGS is technically allowed to begin trading on the Grey Sheets. However, when a stock is facing imminent revocation Brokers are reluctant to permit trading.

If a suspended stock is not an SEC Filer where the stock could trade for years on the Grey Sheets the Brokers are more likely to permit trading IF there is demand for shares.
