Thing of it is, the company apparently has little assets left and no substantial news for a long time now in regards to new contracts. You would think they would pr something in order to raise the share price. Especially when they are selling shares! It takes a sh%t load of shares to raise even a small amount of funds at this price. What gives! I see that as a sign of desperation and that's the only thing they can do to keep this thing afloat. IMO.
