I noticed 2 things here:

first, on the Nevada registration there was an updated amendment yesterday. That amendment looks to have excluded William Palmer from ARIO which shows him as historical…

I also found this document from 2008, which might suggest that William Robins intends to run his Payroll Funding Company here…http://www.sec.gov/Archives/edgar/vprr/07/9999999997-07-038108
