Yes it is a common practice. With HHSE you have to go back to the beginning and see how they started with a shell that had few o/s and ended up after payoffs with 461 million o/s. I believe its known as front-loading. In any event, that shell has created multiple problems according to management (were they naive or ?) and creates certain additional conditions related to audits and the Form 10 filing. Big mess. Will it ever get resolved...who knows, but I'm obviously in the camp that thinks they've done their best to string this POS along as long as possible. Could be wrong but no-longer willing to bet anything on this being a success.
