The problem with your position is....

With respect to infrastructure. This is close to the core of the issue. In one sense you are correct,

I doubt they would have given them a building permit if the proper infrastructure wasn't available

...and they (Cousin Jim) got the permits they asked for 1) to build an agricultural storage facility, i.e. pole barn and 2) a fence. The problem being the infrastructure needed for an agricultural storage facility (pole barn) is nothing like the infrastructure needed for a large scale cannabis production facility. It was like applying for a permit to build a single family residence and then wondering why the city is po'd when you start building a 50 unit condominium complex. The infrastructure required for the two different properties is entirely different, particularly in terms of water and sewerage needs

Regarding Infrastructure...I doubt they would have given them a building permit if the proper infrastructure wasn't available..not sure on this, but a normal permitting office would have to review all aspects of construction...foundations, structural, electrical, HVAC, etc... before giving a permit to build..
