Speaking to the Conservative Political Action Conference in Washington D.C. Thursday, Wisconsin Gov. Scott Walker once again pointed to his experience battling Wisconsin's public sector unions in 2011 as an indication of how tough he would be when dealing with terrorists.

"If I can take on 100,000 protesters, I can do the same across the world," Walker said in a speech to what has been described as a "rowdy" crowd of conservative activists and politicians.

"I want a commander-in-chief who will do everything in their power to ensure that the threat from radical Islamic terrorists do not wash up on American soil," Walker said just prior to equating his controversial legislation that effectively ended collective bargaining rights for public employees to international conflicts. "We will have someone who leads and ultimately we'll send a message not only that we'll protect American soil but do not take this upon freedom-loving people anywhere else in the world. We need a leader with that kind of confidence."

All but certain to seek the Republican nomination for president in 2016, Walker — leading early polling in several states including, most crucially, Iowa — is appearing at CPAC with other presidential hopefuls like Sen. Ted Cruz of Texas, New Jersey Gov. Chris Christie and former Florida Gov. Jeb Bush.

Walker continued to develop a style — he took the stage with his shirt sleeves rolled up — and a set of quips, some of which are cribbed from other politicians. He has started to refer regularly to Washington as "68 square miles surrounded by reality," which is how former Wisconsin Gov. Lee Dreyfus used to refer to the state capital of Madison.

"Here in America there is a reason we celebrate the Fourth of July and not April 15th," is another one-liner Walker has started using. "Because in America, we celebrate our independence from the government, not our dependence on it."
