When? Ummmm, when HESG raised to OS to 50b, the ceo got nailed, the pps went to no-bid, and when it traded based ONLY on momo and hype, aka A SCAM. It's all about sticking the unaware with an overpriced worthless security, much like a game of musical chairs.
