Microsoft sells "Covenant not to sue" -type licenses to Android manufacturers.

You agree to pay ?% of your sales to Microsoft, and Microsoft will not use its vast patent portfolio to sabotage your business, even if Microsoft did not write a single line of Android code.

Google is fighting Microsoft's extorsion before the courts, but meanwhile 1,100 asian manufacturers, including Samsung, are paying the M$-geld.

Peter Michaels loves to pretend that the Microsoft Manufacturing license he signed with M$ allows him to import any other company's products. It doesn't.

I posted the entire Microsoft-Samsung agreement on-line in an old post. All other Agreements are patterned similarly. It allows the manufacturer to import the products that it manufactures or those that it orders to be built on his own specs, paid with its own money.

The license is carefully worded to exclude any coverage for products entirely build by another company not under a third-party manufacturing contract with you.

Which is precisely the "service" Hop-On purports to sell to Asian manufacturers. Obviously, none of those has taken the bait, but, "these things take time", as Peter just admitted.
