hypothetically a claim could be worked secretly.

There is probably a gradient of difficulty but a hypothetical lone owner could leave the more difficult ore in the ground.

What if they had mining industry experience to show them where to look for the rich veins?

They could fence off the land from other prospectors and maybe have the sheriff pick up trespassers.

They could use investment capital to buy and upgrade the "exploratory tunnels."
