So, basically they are behind on their anticipated goals for last year and needed more money.
At least it's only a few months since 2014, if they were anticipating all of those goals any longer ago, then I would really worry. For all we know they could meet several goals simultaneously on Monday. Not that it's realistic, but the timing is only a little behind, not absolutely terrible and majorly concerning.
This stuff is complicated and expensive, sometimes desperate times call for desperate measures. Whether it pays off or not should be the question at this time. EOM
