no it is not a mm tactic - that's like saying the mm have the control to halt a stock - when there's a market they provide it - i have seen stocks that had no volume and out of nowhere there was a lot of volume and then everyone's screaming "something's up" and then it goes back to anemic volume - a lot of times increased volume in a quiet stock could mean something but not all the time
