That depends on the exchange they want to go to.

If the minimum requierment is a PPS of $1 and a market cap of 30M they could not issue more than 30M shares.
Most likely they would need more like 20M to allow for selling when the stock starts trading and dilution that is needed for financing.

So in a way yes it will.

If there is only 30M shares the ratio would be 1 niostar for every 30 SRSR shares

If the market cap is larger the reverse split effect will be smaller.

The question is how much does the resource raise the market cap.
