I'm not entirely sure.

I just glanced through it. The part that got my attention was where it appears that this new holder has 9.99%. That puts them exactly 0.01% below the mandatory threshold for reporting their transactions. They can quietly dispose of the shares whenever they like.

This is by far the most suspicious thing I've seen the company do.
