Wrong, it's a two-fold proposition.

1 - The bill passes (probable)

2 - The decorator is up and running upon bill passing (not likely)

The company has been dragging its feet, not accounting for expenses and logistics to keep progress moving forward. The issue isn't the business model itself, it's the HORRIBLE management behind it that will ultimately be it's downfall.
