Looks like shorts covering to me.

No price movement for long periods and yet buy:sell is 1.56:1 through 12:45. Real investors don't get involved, IMO, in the 1/100th penny trades for extended intra-day periods. I think it's the bots doing the trades doing covering buys for those shorters.
