To make it clear I do not have time to get into details but the essence is that there are no archeological issues so the HIA explores if there is any historical value associated with the area that is supposed to be disturbed by mining. If there are parts of the property susceptible to have some significance the HIA report would present ways to mitigate the impact that mining would have on those areas. The government would accept the HIA report or not and would maybe make recommendations. BUT they cannot stop mining and exploration on the property unless they would declare the area a reserve or park which is subsequent to everything else including the issuance of the mining permit so they would PAY BIG TIME! Capisci?
I would tell you later why they would have to create a park down there.
