The BC government would compensate NBRI IF they would prevent the co from mining its legitimate claims on the Fraser or elsewhere

Absolutely not true. The only cases where the government has provided compensation is for properties that were granted valid permits before the laws where changed. Uranium mining, for instance, prior to the government outlawing all uranium exploration in the Province ex post facto. That would not apply to NBRI as they have not obtained any valid permits - the heritage study is a component of the permit process - and last time I checked, the BC government has not outlawed gold mining in British Columbia. Many companies get permits denied for various reasons and receive no compensation whatsoever.

And, in those rare cases where the government is required to compensate a company, they only pay their sunken costs. Not the value of anything in the ground, which NBRI would be unable to prove anyway, seeing as they don't have a feasibility study proving a single ounce of gold.
