Sometimes what is not said is more important than what IS said. The document you link talks of an "agreement". It doesn't say there is a contract. It doesn't even say there is an MOU. An agreement can mean anything. I suspect the local Irvine FSE (Field sales engineer) visited for a few hours, and talked to them about the Intel product line. There was probably an "agreement" that EPGL can buy certain intel products at certain volumes at certain prices... which would be standard for any potential customer visit. There would be absolutely no commitment until either an MOU or contract is signed.
