A heartwarming letter from Boucher. I've deleted my name for obvious reasons.


Dear Mr. Xxxx,

As you are so keenly aware, it is not possible for me to talk to individual
shareholders until a general information release is issued. The company did
issue its 3rd qtr financial report on last Friday and a short information
statement today. Both are available on the OTC Markets web site.

OTC has informed us that it will take a few days to review the financial
report and at that time, short of any unforeseen issues, the company should
be returned to a current information rating. By the way, I am happy to have
joined a very special group known as "Cancer Survivors".

Mr. Boucher,

Last time we communicated was in July and I wrote you again in November (with no response). I've been holding over 25million shares in TSNP well over a year before I contacted you mostly in part because I believed in the organic growth business model of this company. I understand that going on the otc market to raise capital for growth is sometimes a necessity. However
with that also comes an inherent responsibility to the shareholders, the
investors that believe in this company.

Since we last spoke the stock value of this company has hit rock bottom and
is ironically trading at the "floor" of what is allowed on otc markets. Even
though I still believe in this company I am also disappointed in the lack of
communication from management to shareholders and the lack of concern for growth. There has been no news of any sorts indicating a positive note forTesoro enterprises.

I honestly expected a more aggressive approach from management. The acquisition of the electrical sub contractor is really nothing more than a small time business agreement and has no bearing on the growth of this
company. I'm not asking for "inside" information as too many ceo's use that as a scapegoat to mask poor productivity. I would like to know of the future path this company will take. Many investors are very tired of seeing no volume traded of this stock along with zero transparency, day in and day out.

Please give investors some insight as to what is going with this company. If
an annual report is being submitted please do us all a favor and run it
through spell check first.
