jarenawer - one word: recapitalization that leaves FnF with the cash cushion to weather any future market downturns. Adequate capitalization can be determined by simulated stress tests. The money already exists in the preferred shares, it just needs to go to a housing fund rather than the general fund of treasury.

The solutions are already there, it is just overcoming the political and ideological hurdles that exist towards housing.
