I think you are looking at listings under the heading of Annual Filings. My understanding is that this means BCAP has filed their annual report for the state of Florida. I believe it has nothing to do with the SEC or OTC. In other words, they've filed the paperwork that let's Florida know they're still in business. It may be a small step, but a positive one.
