Given that STOA is a pump and dump scam, I think we can all hazard a guess.

"New" management needs to wet its beak as well, while it has some initial leeway from the naive, gullible and greedy who are prepared to overlook the "new" CEO's past involvement in the past misdemeanours of this sorry scam.
