To my knowledge, AMD is not allowed to give away its x86 license


In the event of a change of ownership, Intel is required to negotiate in good faith with the new owner, however IIRC the new owner can not acquire rights to use the x86 license outside of Servers, Desktops, notebooks/laptops etc. Smartphones and related devices would be out as I recall.
