If the big U.S. consumers of niobium wait too long, they will be locked out of Elk Creek. They had better step up with an offtake agreement for the remaining 50% of what is left at Elk Creek before China moves in! Otherwise they (and the U.S.) will still be dependent on Brazil for niobium.

The main justification for Elk Creek was to provide the U.S. with its own niobium source....not China.
