I have no idea what import licenses he may or may not have secured.
His Microsoft license covers only products he manufactured himself, or that were manufactured on his dime with his specs, which is not the case.

That wouldn't be the first time he would be caught with dodgy licenses. About 3 years ago the Mexicans told him he had not the proper licenses to sell obsolete phones in Mexico.

Maybe his maquiladora in Tijuana will be legit...
